Mass-spin relationship for planets and brown dwarfs

There appears to be a universal relationship between the mass and rotational velocity for substellar objects ranging in mass from Mars to the brown dwarf mass range. The relationship appears to break down a bit for older brown dwarfs, likely due to magnetic braking, and stars lie well off the relationship, again due to braking. It is interesting that the relationship appears to hold over several classes of objects (terrestrials, ice giants, gas giants, brown dwarfs).
